The plan, unveiled mid-2025, outlines more than 90 initiatives targeting faster development of data centers, semiconductor manufacturing, and allied technology exports.
Central to this strategy is boosting the domestic capacity for AI by streamlining permitting processes for data centers and semiconductor fabrication plants. The administration also emphasizes exporting “secure full-stack AI packages” to allied nations to foster a coalition against competitive pressures, particularly from China’s growing AI ambitions. This move follows a rollback of previous Biden-era directives, signaling a shift toward a more aggressive technology policy.
The background to this renewed focus includes stringent export controls imposed in 2022 and refined in 2025, which restrict China’s access to advanced AI chips developed by U.S. firms like Nvidia and AMD. These controls aim to limit China’s progress in AI hardware, though they have faced criticism within the industry for negatively impacting U.S. firms’ market shares and profitability. Nvidia’s CEO publicly described the restrictions as detrimental to the company's business, citing significant losses in the Chinese market.
China, meanwhile, has positioned itself differently, describing AI as a “global public good” in its Global AI Governance Action Plan presented in 2025. The plan promotes international collaboration and reduced technological barriers but also maintains rigorous domestic regulations requiring AI services to pass security assessments and register with authorities before deployment.
